URU and UAE sign Memorandum Of Understanding

Uganda Rugby Union, and UAE Rugby Federation Forge Strategic Partnership for Rugby Development

Dubai, UAE. On Sunday, 30 November 2025, the United Arab Emirates Rugby Federation, and the Uganda Rugby Union signed a Memorandum of Understanding (MoU) to strengthen rugby performance and development in their respective countries.

Genesis; Kick Starting the Conversation

Discussions for the Partnership begun earlier in July 2025 when Uganda Hosted the UAE in a momentous World Rugby Repercharge game against Namibia at Mandela National Stadium. URU president, Mr. Godwin Kayangwe led the conversation with UAE Rugby Vice President Mr. Qais Abdullah Aldhalai who attended the event to nurture room for mutual benefits between the UAE and Uganda Rugby.

About the MOU;

The agreement marks a significant collaboration aimed at sharing expertise, promoting rugby, and enhancing the capabilities of 15-a-side, and 7-a-side national rugby teams in both the UAE and Uganda. The MoU was signed by His Excellency Sheikh Mohammed bin Maktoum bin Juma Al Maktoum, President of the UAE Rugby Federation, and His Excellency Godwin Kayangwe Arinaitwe, President of the Uganda Rugby Union.

The MOU signining ceremony was attended by key leaders in Ugandan Sports including the State Minister of Sports Hon. Peter Ogwang, Mr Peter Odong, Hon. Secretary of the Uganda Rugby Union, Mr. Isaac Lutwama, Chief Executive Officer of the Uganda Rugby Union among others.

Looking to the Future;

Through this partnership, the two rugby bodies will facilitate professional exchanges including training opportunities, participation in world certified courses, joint training camps, and friendly matches. Notably, Uganda’s teams will be invited to events like the Dubai Sevens Series, while both parties will work on referee exchange programs and share best practices in league management.

The MoU establishes a framework for ongoing cooperation, emphasizing transparency, confidentiality, and mutual respect.

This strategic partnership reflects the UAE’s recognition of Uganda’s rugby expertise and the shared commitment to grow the sport regionally. The collaboration is expected to contribute significantly to the development of rugby talent and infrastructure, fostering stronger ties between the two nations through sport.

Both parties expressed optimism about the positive impact this partnership will have on rugby’s future in the two countries.
